The
Sepulveda Boulevard Master Plan
Westchester has undergone a transformation. The energy
of new investments, community leadership and local
government support has converged to create a climate
of opportunity. The Sepulveda Boulevard design workshops
were a catalyzing force that aligned stakeholders
behind a vision for the central business district
and residential section of the boulevard. We are restoring
the Westchester Town Center to its role as a vital
community-shopping district and creating a gateway
boulevard to Los Angeles from the Los Angeles International
Airport.
BACKGROUND
A variety of factors are contributing to Westchester's
resurgence as a highly desirable place to live, shop
and do business.
- A west side location with easy access to neighborhood,
coastal attractions, freeways and employment centers.
- An affluent community made up of beautiful homes,
schools and learning institutions.
- Close proximity to LAX, Sepulveda's role as a primary
gateway between the airport and Los Angeles represents
an extraordinary opportunity for business exposure.
- Recent new investment includes refurbishment of
nearly all the west side and portions of the east
side of Sepulveda Boulevard with major tenants such
as Ralph's, CVS Drug, TJ Maxx, Trader Joe's, Starbucks,
Blockbuster and Bed, Bath and Beyond, and restaurants
provided a growing verity of dining choices.
- Ample off-street parking benefits merchants and
their customers.
- The Westchester Town Center Business Improvement
District has been established to maintain a healthy
visual environment for the business district.

COMMUNITY LEADERSHIP AND CITY SUPPORT
The revitalization of the Sepulveda corridor has its
roots in the leadership of community members strongly
supported by successive elected officials. Spurred
on by a road-widening project planned by the Los Angeles
Department of Transportation (LADOT), a fruitful collaboration
between the city and community resulted in a "multifaceted"
roadway and streetscape improvement plan. The city
provided seed money for community design workshops,
as well as provided over $11.6 million for capital
improvements. Additionally, Los Angeles World Airports
has contributed new landscaping and an entrance monument
at the south end of the business district. Several
local property owners and three community organizations
have committed funding for planning and specific improvements.
WORKSHOP PROCESS
The Master Plan is the culmination of a collaborative
process that has involved residents, property owners,
merchants, city staff and an urban design team headed
up by Studio One Eleven at Perkowitz-Ruth Architects.
Through a series of interactive community design workshops,
issues, concepts and opportunities were identified
which form the basis for the Master Plan. |
